Li Dezhu was born in November, 1943 in Wang Qing of Ji Lin province. Zhao, an ethnic Korean, joined the communist party in 1965 and graduated from the department of politics of Yan Bian Univeristy.

He has held many important positions such as: acting member of standing committee and secretary of Wang Qing county; Vice Secretary, head of promotions of Wang Qing county; Central Committee of the Communist Youth League and Deputy Secretary of Ji Lin Province of the Communist Youth League; President of Jin Lin Provincal Youth Committee; Secretary of Long Jing Country; Secretary of Yan Bian Korean Autonomous Prefecture; Head of Yan Bian Korean Autonomous Prefecture; Member of Standing Committee of Ji Lin Province. Li occupied Vice Governor Ji Lin Province in 1988, and took the Deputy Director of the State Ethnic Affairs Commission from Nov. 1990 to Sep. 1992. In Jan. 1992, Li held the president of China Ethnic Foreign Communication and Exchanges Association and was the vice minister of the United Front Work Department of the CPC Central Committee. In May, 1997, Li became vice chairman of the first council of China 0verseas Friendship Association. In Mar.1998, Li Dezhu became the Director of the State Ethnic Affairs Commission of PRC.

Li Dezhu is has been an alternate committee member of the 12th, 13th, 14th, 15th and 16th Chinese Communist Party Central Committee.

李德洙   国家民族事务委员会主任

1943年11月生，吉林汪清人，朝鲜族。1965年加入中国共产党，1967年延边大学政治系毕业。

　　历任中共汪清县委常委兼共青团汪清县委书记，中共汪清县委宣传部部长、副书记，共青团中央委员，共青团吉林省委副书记，吉林省青年联合会主席，中共龙井县委书记，延边朝鲜族自治州委书记，延边朝鲜族自治州州长，中共吉林省委常委。1988年任吉林省副省长。1990年11月至1992年9月任国家民族事务委员会副主任。1992年1月任中国少数民族对外交流协会会长。1992年任中共中央统战部副部长。1997年5月当选为中华海外联谊会第一届理事会副会长。1998年3月任国家民委主任。
