Ms Elizabeth Vines is an award winning conservation architect, urban designer, author and experienced public speaker.  She is an Adjunct Professor at the Cultural Heritage Centre for Asia & the Pacific, Faculty of Arts, Deakin University, Melbourne.  She studied architecture at Melbourne University and Carleton University, Ottawa, Canada.  She is a partner in the firm McDougall & Vines, an Adelaide based practice which has built up extensive experience and a record of achievement in conservation architecture and heritage town rejuvenation throughout Australia and Asia.  Elizabeth consults to a wide range of Government authorities and local councils throughout the region, and is a consultant to UNESCO and the World Bank.  She works on urban revitalisation and cultural tourism programs for historic precincts and restoration projects on significant historic buildings. Elizabeth is committed to the practical reuse, improvement and rejuvenation of town centres and historic buildings.  She is a passionate advocate for heritage conservation issues and has recently, with Australind and UNESCO, established the Streetwise Asia Fund to assist conservation projects in Asia.

Australian projects:

·Nearly 30 years of experience in all aspects of architecture, including heritage conservation, heritage precinct planning, urban design, domestic and commercial projects.   Her work which specialises in heritage and townscapes contexts, commenced in Victoria in Maldon in 1977 (Australia’s first declared “Notable” town) and projects have been located in cities and towns throughout Australia and Asia since that time. 

·With her practice McDougall & Vines, project architect for numerous award winning conservation and restoration projects on significant historic buildings in Asia and throughout Australia. Project architect for the Hong Kong Jewish Synagogue, heritage advisor for the Hong Kong Star Ferry terminal, consultant architect for the heritage buildings at the University of Adelaide and Hong Kong and many other projects throughout Australia.  These include the recently completed Broken Hill Regional Art Gallery (in a conserved heritage building).  Project architect for the conservation and redevelopment of the heritage street, Leigh Street, Adelaide, the Luther Seminary, Wests Coffee Palace and Norwood Institute (Adelaide, SA), Wendts Building and numerous historic buildings in Broken Hill (NSW) and Maryborough Queensland

International Asian projects:

·Conservation Architect for University of Hong Kong advising on the heritage buildings on the HK University campus – current project

·Conservation Architect advising government and project architects in Hong Kong on the Star Ferry Terminals upgrade - 2004 – advocating sense of place urban design and architecture for the development of the water front facilities  - currently under construction.

·Heritage conservation projects in Hong Kong - Conservation and adaptation of the Ohel Leah Synagogue, Hong Kong (1997 - 1998). This project was awarded a UNESCO Asia Pacific Heritage Award as an outstanding conservation project award (2000) and a Hong Kong Institute of Architects Award for excellent Conservation Project (2000). Conservation Architect for heritage buildings at the University of Hong Kong.

·Consultant to UNESCO (1999-2003) - for the Cultural Heritage Management and Tourism Models for cooperation Among Stakeholders.  Editor for the proposed Workbook summarising this project (due for completion in 2006)

·World Bank Report on Chinese Heritage Areas - Preparation of Upgrade principles for the rehabilitation of heritage areas in the Chinese Cities of Shenyang and Chongqing for the World Bank (2001).

·UNESCO monitoring missions in April and November 2000 for the Melaka State Government and the preparation of written mission reports for UNESCO on the progress of World Heritage Bid by the Melaka State Government.  Workshops and public consultation program as part of visits.

·UNESCO delegation to Ladakh Valley (India) and preparation of report for UNESCO on the Maitreya Temples - providing practical conservation advice in response to deterioration of Buddhist temples due to climate change and increased rainfall.(2001)

·Facilitator for training sessions in Penang, Malaysia - April 2000, at the invitation of the Penang State Government, designed and facilitated a training seminar in heritage conservation for high level Government officials and practitioners.

Awards:

·Inaugural Cathy Donnelly Heritage Award 2005, presented by the National Trust (NSW) for work by a female heritage architect in New South Wales, Australia

·Broken Hill Regional Art Gallery, overall winner, National Trust (NSW) 2005 awards, for individual heritage project over $500,000 in NSW.

·Broken Hill Heritage and Cultural Tourism Program - Year of Built Environment National Award for Building Regional Communities - (2004); National Trust of NSW State - Wide Conservation Award (2004); UNESCO Asia Pacific Awards (2003)

Publications and fund initiatives:

·Streetwise Asia - A Practical Guide for the Conservation and Revitalisation of Heritage Cities and Towns in Asia, Nov 2005, published by UNESCO, and supported by the World Bank and Deakin University, Australia. To put the recommendations of this book into action, Elizabeth has established the Streetwise Asia Fund for Urban Heritage Conservation in Association with the National Trust and UNESCO Bangkok office. 

·Streetwise - A Practical Guide for the Revitalisation of Commercial Heritage Precincts in Australian Cities and Towns, 1996, for the National Trust (NSW)

·Author of many other publications including numerous professional journal articles and conservation reports on individual buildings and heritage precincts.

Training programs and expert witness

·Facilitator and coordinator of numerous training programs throughout Australia and Asia relating to conservation planning and cultural tourism for heritage areas and precincts.

·Expert witness for planning appeals for a variety of private and government clients throughout Australia.

Lecturing and conference presentations

Elizabeth regularly participates as a speaker (often a key noter) at many international and Australian heritage and conservation conferences.  She is an invited ICOMOS assessor at Duong Lam Vietnam, in April 2007, a keynote speaker at the National Cheng Kung University Heritage Conference, Tainan, Taiwan (Nov 2006), a rapporteur at the 2nd World Bank Heritage Symposium held in Shaoxing, China in June 2006 (following her participation in the first symposium in Beijing in 2000).  Elizabeth has guest lectured in the Conservation Courses at numerous Universities including the University of Hong Kong, the University of Hawaii, the University of Carolina USA, and the Universities of Sydney, Melbourne and Adelaide.
